I wanted to know how may I go about underlining the Headline using the shortcode content widgets plugin or otherwise.

You can't underline the widget heading using the shortcode content widgets plugin.  If you are using the widget styles plugin you can define a widget style that places a bottom border on the widget heading.  If you do this make sure to leave all of the "styling" up to the widget styles plugin rather than the shortcode content plugin.

You could also use custom code added to your custom.css file.
