this might be a dumb question, but is there a reason not to design with responsive features?

On a complex site it might be better to maintain a mobile site to reduce the complexity.  For new folks it can be a layer of complexity that makes it more difficult for them to build their own sites.  And "responsive" is a moving target which is likely to incorporate new tools and concepts in a couple of years that make anything you may be doing now obsolete.

However, for a typical small business site you should plan on doing something for mobile users.
